The Service Markets Department (Dept. M)Is responsible for monitoring electronic communications and postal services in Norway. The department analyses the national markets for electronic communications services, identifies providers with significant market power and imposes special regulatory obligations designed to remedy competition problems. The analyses are carried out regularly. Furthermore, the department has to ensure that providers comply with other regulatory requirements pertaining to the supply of postal and electronic communications services. This includes the universal service obligations imposed on Posten (Norway Post) and Telenor. In addition, the department deals with appeals from the various providers and assists in mediation between the parties. The department also counsels the Norwegian Ministry of Transport and Communications on regulatory development and the drafting of policy. Internationally, the department participates in various working groups under the ERG, CEPT and the EFTA/EU. The department is comprised of approximately 30 specialists with different professional backgrounds (mainly law and economics). They have a considerable experience from both public administration and from the private sector. The department is divided into three sections.
The Regulation Development and Evaluation Section (MR)is responsible for regulating and overseeing the fixed and mobile telephony markets(including IP telephony) both at the wholesale and the end user level. In addition, the section supervises the development and implementation of the regulatory framework in both the postal and electronic communications areas. The Service Regulation Section (MT)is responsible for the infrastructure markets, i.e. primarily wholesale markets for broadband and leased lines. The section also supervises the universal service obligations for postal and telecommunications services and monitors product accounts and price regulation. Section of Statistics and Analysis (MS)is responsible for compiling and publishing the statistics of the eletronic communications and postal markets and the register of operators in the Norwegian markets. In addition, the section make specific analysis on chosen subjects from the ekommarket. |
