Ecom providers should notify the customer about changes to the contract at least a month before the changes occur. For the obligation to notify to apply, the change must be of a certain significance to the customer.
The customer has the right to terminate the contract without charge if the change is to the user’s disadvantage. Providers are obliged to inform about the right to terminate when changes to the contract are notified.
Requirements regarding the form and content of the notification vary according to the nature of the change. There are several ways of notifying the customer, for example by post, e-mail, telephone, SMS and information on own website or in the media. When assessing whether the requirement to notify will be complied with, the method of notification is taken into consideration. It should be suitable for the changes being notified and the service which will be affected by the change. In general, the greater the significance of the change is to the customer, the greater the requirements for the form and content of the notification will be.

In the Electronic Communications Act, providers are defined as: “any natural or legal person that offers others access to an electronic communications network or service”. Telephony provider:
an ecom provider that offers publicly available telephone service: see attachment for the Electronic Communications Act’s definition of telephone service. Telephone service covers both mobile and traditional fixed telephony (PSTN/ISDN). Telephone service also includes broadband telephony that is designed for end-to-end connectivity, i.e. that enables one to both make and receive calls from mobile and fixed (PSTN/ISDN) networks.
