The extended Roaming Regulation was adopted 18 June 2009. The text was published in the Official Journal 29 June 2009. The Regulation further reduces the cost of mobile roaming calls, introduces SMS price caps and a wholesale cap for data roaming. In addition, the Regulation requires per-second billing for voice calls. Please find the Regulation here.
The Regulation entered into force for the EU Member States 1 July 2009.
The EEA Joint Committee approved the extended Roaming Regulation on 22 October 2009. However, the Regulation must enter into force at the same time for all three EEAEFTA States. In Norway the necessary changes in the Electronic Communication Regulation were adopted 18 December 2009. Lichtenstein and Iceland have now also made the necessary changes in their regulations and notified the EEA Joint Committee. The latter notified 4 February 2010. The Regulation can then enter into force 1 April 2010. Norwegian operators are of course free to implement the requirements in the extended Regulation before the Regulation officially enters into force.

The final decision on implementation of the regulation on international roaming in Norway was made by the King in Council Friday 21 December 2007. The Regulation, included in Annex XI to he EEA-Agreement, entered into force on 22 December 2007.
Calculations made by the Norwegian Post and Telecommunications Authority (NPT), shows that European roaming calls have become more expensive. This is the result despite of the regulation on international roaming which was entered into force in Norway 15 January 2008. The intention and expectations of the regulation was greatly reduced prices. The cause of the increased prices is the per-minute instead of per-second billing by the operators. The NPT is very critical to this and is presenting the findings at the European Regulators Group meeting in Gothenburg, Sweden, Friday 29 February 2008.
